So basically its on the same terms that an ally can occupy an allies' cities if it has no troops in it. But this time you get the option to give away a city or cities to an ally. It makes a game a lot better especially if you start out in the Americas and your one and only ally is in Asia but you both want a strong foothold in the areas you are both currently.

This would sadly encourage people to join the game with a friend, then give all their stuff to their teammate. could really become a problem

Can totally be abused, in total annihilation games, people can transfer cities to their allies that are far away from enemies to prevent them from dying

What if you can only do it at a certain distance? like you must control a province near your allies city for you to be able to transfer

well his reason is so you can help your ally in china on the default map as Brazil, so that kind of defeats his purpose, i say just make Volunteers a thing in game and put them in ally cities

Maybe have it in a way where you cannot be losing a ton of your mass as a country. Like if you lost two countries then no transfer? Or maybe being a few turns for the transfer of ownership to take place?
