Option at the map making to limit the recuitment of specific unit

I mean, if you have some special unit you want to add to some country, but you don't want it to be overused i would like the option to limit the recuitment of speific unit, for example limiting country X for recuiting only Y bombers every four turns

I like. I want. But bring a freaking map editor first.

There are many good ideas, none will be implemented
